Early 1960s Mr. Mort cocktail dress in the most striking blue and the most fluttery skirt 🪩

Total length from shoulder to hem: 39.5 in
Bust: 17 in
Waist: 12.25 in
Shoulder to waist: 15.5 in
Waist to hem: 24 in
Dress secures by zip up back and wrap at waist. One strap wraps inside and closes with hooks, other strap wraps outside and closes with hooks and snap at bow.
Appears to be a small burn mark on front left chiffon of skirt. Maybe from a hair iron? Two other small water marks on front of skirt. They get lost in the folds of the skirt and dress has been priced with this in mind.
